If you are serious about your accuracy, you need to use a torque screwdriver for all scope mounting screws and action bolts.
In all honesty, I've never used a torque driver on a sporter — only on a match rifle, and even then only when my setup is well configured that bolt/screw torque would be a consideration. How much of a difference would you say that torquing scope mounts makes?
Out of curiosity, do you personally shoot 1km ranges? If so, what level of magnification do you use and do you torque your mounts for this range?
